In Minnesota, failing to carry your Permit to Carry (PTC) while carrying a firearm is a petty misdemeanor, potentially resulting in a fine, even if you have a valid permit. Tough to put your hands up when pinned to the ground.

Any person, other than a peace officer, who carries, holds, or possesses a pistol in a motor vehicle, snowmobile, or boat, or on or about the person’s clothes or person, or otherwise is in possession of a pistol in a public place without first having obtained a permit to carry the pistol commits a gross misdemeanor. Notwithstanding section 609.531, a firearm carried in violation of this paragraph is not subject to forfeiture.
