In short, they stole money from the fed government that was supposed to go toward the Covid initiatives. California leadership is just scum. They are bottom of the barrel scum.
I noticed something about our government when it comes to fraud. For the most part, the dims conduct fraud on the expense of our taxes. Repubs conduct fraud on the expense of the working man. If you notice, a lot of times when fraud is committed from the dims, they are stealing money from that tax pool. When Repubs commit fraud, they do it by corrupting Wall Street, take funds from lobbyists, and help CEOs of big companies, all on the expense of the working man. So the average American gets **** out of their taxes and their labor.

They need SOME way to fund their re-election and election campaigns, so they DEFRAUD the Feds, shift the funds to a bunch of NGO's and they in turn send a cut to CANDIDATES who keep the skids greased even more!!
Now that USAID is gone, one of their big money laundering operations got shut down, so they are doubling down on others. Too bad Trump has a DOJ that is finding AND prosecuting these CRIMINALS!!
