The Answer is, YOU are going to have to raise taxes on average taxpayers, and THEY won't like it... OR, YOU CUT PROGRAMS, which they won't like either... OR, YOU will have to run a the stat into the GROUND and BEG for a Federal bail out, which will get OLD REALLY fast, with states like New York, California, and Illinois ALREADY WELL on their way to insolvency !!
