I read an old article that stated NYC DPW had to pump 10,000 gals of fresh water per minute just to keep the pressure up. That was how much leakage there was back then 20+ years ago. Even if everyone turned off their faucets all that water would still be pumped onto the ground and basement floors, etc.
Current estimates put leakage at 1700+ gals per minute.

I don't know exactly what determines the leakage/waste rate in either estimate over two decades apart but in any case that's a few olympic swimming pools worth (660,000 gal.) each and every day.

...and that's just the fresh water. 155million gals a day is pumped into the city.

Obviously NOT pumping water isn't an option.
That leaves fixing the leaking pipes.

Cost analysis of sending a team (a big team) of plumbers out into the wild after first tracking down the leaks will be expensive.
Balance that against pumping freshly treated (and needed) water onto the ground at 2000 gals per minute. Also what can reasonably be considered "fixed"? Is 200 gals per minute good enough?
Investigations are always wonderful...
