Partially true.
The reason FRAUD of our government is so rampant is because GOVERNMENT is sooooo big, so duplicitous, and handing out money on a whim, it's never going to be eliminated. NOT in my lifetime anyway.
Because of the sheer SIZE of our government, there is no possible way that they can stop fraud before it happens. TOOOO many crooks getting on the teat for even fantastic government workers to catch them.
