There are a lot of similarities in their consequences. Stricter gun laws tighten the leash more on responsible gun owners, than the actual criminals who don't give a **** about laws. Flock cameras collect data on everyone, regardless if you break any laws. 

You must love that.

So the basic tradeoff is this: Flock cameras can provide police with fast, useful vehicle leads, but the same infrastructure can also reveal the movements of large numbers of innocent people. The real safeguards depend less on the physical camera than on local rules governing search justifications, warrants, retention, data sharing, auditing and consequences for misuse.

Double edged sword..

They can save lives or destroy them. Most technologies can. It all depends on who implements it.
