California sent out approximately 21 million mail-in ballots to all active registered voters for the 2020 general election.
- Total Mail Ballots Transmitted: Over 21 million ballots were automatically mailed out starting October 5, 2020.
- Total Registered Voters: California reached a record number of registered voters by mid-October.
- Total Mail Ballots Cast: Voters returned a record-breaking number of vote-by-mail ballots.
- Overall Turnout: Roughly 80.67% of all registered citizens cast a vote in the 2020 election.
- Universal Mail-in Policy: Due to the COVID-19 pandemic, Governor Gavin Newsom signed an executive order requiring county officials to automatically send a ballot to every active voter to protect public health.
- Transition to Permanent System: This temporary health measure was formally signed into permanent law by the California Secretary of State and legislature in September 2021.
