The CONSTITUTION of the US says that they ALSO have to contain the SAME NUMBER OF PEOPLE IN EACH DISTRICT and that one or more can't contain more or less than any OTHER, *******!!! One or two people difference has been the SCOTUS STANDARD for DECADES!!

100% meets the definition!! Because it kicks **** OUT doesn't make it UNCONSTITUTIONAL, MORON!!
