Won't work.

The reasons are laid out in OTHER statutory laws and "voter fraud" is NOT one of them that can be used to declare a national emergency. 

I can ASSURE you that even the SCOTUS would shut down any attempt to use the NEA to address voter fraud.

ALL the NEA did was put a time limit on National emergency declarations and added Congressional actions. It also shut down any existing declarations that were over 6 months old.

There aren't a lot of rules or requirements for him to do it....it gives him significant latitude and authority

Well, the one that makes it not going to happen is that there MUST be a law in place that covers such declarations. Election Fraud isn't one of those.

Now, if there was a foreign military invasion involved, maybe. Hell, the COURTS struck down all attempts to declare the illegal alien invasion as a "national emergency", so good luck with making an election one!!
