Yes, that's typically what a pandemic does. With a few exceptions like the 2nd wave of the Sp. Flu, it wipes out the most vulnerable and those with significant health problems. Envelopes will be preprinted and routed by machines. The process needs to be supervised by trustworthy individuals. Ballots need to be turned over to poll workers in bulk, Not treated like regular letters.
One alternative, I suppose, is to allow people to drop their ballot in a secured slot and leave USPS out of it. Unfortunately, I don’t think there’s time to build out the infrastructure.
