Since you are limiting it to victims of rifles, wouldn't that be "Rifle Control"?

To be consistent, shouldn't you limit the "knives or cutting instrument toll" to "people killed by broadsword or sabre"?

No. All rifles are not erroneously called Assault Rifles but assault rifle deaths are counted under Rifles.  If you go read Joe Biden's gun control proposals it is alleged assault rifles he wants to restrict or take away.

You asked and I answered.  Do you wish to discuss this or are you trolling?  More people are killed with knives and cutting instruments than assault rifles as state in the OP.  If people's concern is with people dying why are you concentrating on what you erroneously call an assault rifle?
