You are referring to a Hollywood film about a man with implanted chip?
In this case the implant is the notion that the voice of conscience is "impostor syndrome." One can only believe in such lie with a heavy external support. And becomes psychologically dependent on people giving such support. And therefore controllable. Without threats, without monetary pressure. Just a slight disapproval will work.

A lab, for instance, would be best served with smart zombies to culture viruses of all kinds.
In agriculture, or factories . . . dumb zombies who would be happy to work 16 hours a day for bread and water . . . would be just fine.
