I realize the poll is a hobbson's choice. It is designed that way. You can PRETEND there is a third option - but the first option does indeed describe Russia and the second option does indeed describe the USA.

What about the actual evolving process itself? All you allow is intellectual choices to defy natural process daily, not understanding common since conceived honest time alive living series parallel eternal separation now.
