How do we solve the mass shooting problem?
Possession of long barreled hunting rifles and shotguns is legal...that's it. No recoil or gas operated firearms. No big clips. And if you want to own a hunting rifle, you go through the wringer to get a license and it's prohibitively expensive...and an active yearly renewed state hunting license that is also prohibitively expensive every year is required to maintain possession. Let your hunting license expire and the state troopers drop by your house, apartment, or refrigerator box under the expressway overpass to pick up your rifles and shotguns. Had a psych hospitalization, or a domestic violence charge, or an order of protection filed on you? Your gun license is permanently revoked. Conviction is not required.

My opinion of how to mitigate and reduce mass shootings is this:
The first thing is to recognize the right to own and use personal arms for self defense and utility dates back at least to the Roman Empire.
It is a precious civil right, all free people have around the world.
And no person should loose or have that right suspended without true due process, by order of a judge after the right to a jury trial.
We do the same for traffic tickets and minor crimes.
And whatever judicial order made should be modifiable.
Given there is a right to arms, it should be coupled with responsibility
You cannot get a driver’s license without testing.
You cannot operate a car without insurance.
Your car is subject to inspections.
And you can’t leave the keys in your car, either.
Make these laws apply to ALL firearms.
Ban high capacity magazines.
Tax and license military grade weapons like actual machine guns are today and have been since 1934.
These measures would reduce gun crime.
But they won’t eliminate it.
