Now, I'm going to go all wonky technical on you here, so you can stop reading if you choose, I totally understand. Where the AR-15 and other similar military style semi-autos have a lower receiver which is the serial numbered part of the gun (making IT and only it the actual gun by law), the FNC's upper receiver is the serial numbered part. In 1986, the Gun Owner's Protection Act (f-ing **** name) made all machine guns manufactured after May 1986 or semi-autos converted after 1986 illegal and unable to be added to the NFA machine gun registry. This means that AR-15 lower receivers can't be drilled and milled to accept a full-auto sear after 1986 - totally illegal to do this.
But, a Semi-auto FNC lower receiver CAN be drilled to install a full-auto sear, if that sear was made and registered per the NFA before May 1986. And a company (Flemming) made and registered ****-loads of these full-auto sears as "machine guns" before the 1986 deadline - crap, just look how simple that piece of metal is!
But, here's the rub. In 1989, George HW Bush signed a law that prohibited the import of semi-auto military style weapons. The FNC could no longer be imported after that date. So, there's a very limited number of semi-auto FNC's out there and a bunch of these sears owned by somebody which have been registered. Any semi-auto FNC can be legally converted TODAY into a fully functioning machine gun, if the owner of the "host" legally purchases the FNC sear which is the legal "machine gun" according to BATFE. The FNC, unlike the AR, can be modified today because the lower receiver, i.e. the part of the gun that would be modified to accept the sear, IS NOT THE SERIAL NUMBERED PART, and therefore not a gun, just a gun part. And, BATFE does not regulate modification of gun parts.

I know this particular rifle because I have a semi-auto version of it. Over the years (especially when sears only sold for $3,500)I've toyed with the idea of buying a sear and having it professionally converted. But, honestly, I already have one registered machine gun. Once the FNC is converted it would be very difficult and not worth it to turn it back into semi-auto only. So, I would be taking one more rare FNC semi-auto permanently out of circulation, and I just can't bring myself to do that. I do believe there are more registered full-auto sears out there than there are semi-auto FNC's. I could be wrong, of course, this is just a guess.
