Send them to prison instead.  I've heard convicts don't like pedos or rapist either.

I wouldn't pretend to know what goes through the mind of a man who seeks out sex from children who lack "secondary sex characteristics" as you call it.  They are sick, mentally ill, somewhat similar to people who think they are the wrong sex and need to remove their own sex parts. 

Mentally ill people think a lot of silly, weird, crazy, nonsensical things (ref @omh  and some others here).  Sometimes what they think, say and do are benign and mostly irrelevant.  Other times, its an indication they mean to do harm to others.   As for why they like doing what they do, I don't really care. Besides, how are you really going to determine the "why" part anyway?  Ask them?  As if an insane dude is going to ever tell you anything reliable, useful, or informative.

Doubtful, Omh.  Mental illness is just that - it manifests in more than just one, neat little package.  For instance, homosexuals have a higher suicide rate, hire rate of depression, anxiety, etc. than do normal people.  People who experience numerous seizures have other problems than simply seizing or "freezing" moment to moment.  They will eventually exhibit signs of developmental retardation both intellectually and sexually.  

So, basically, when it becomes evident from one symptom that a person's brain is "on the fritz", it's not just that one symptom the individual suffers from.  Its an entire basket of problems, some of which are difficult or impossible for an outsider to easily discern.
