Biden is obviously in left field. The guy is senile. He has been for years. Hell, even CNN is having a hard time covering for him. That being said, who is actually pulling the strings? I would like to investigate who is the most likely person or people that is in charge of things.

Maybe. If we follow the money to the end, that's where I think we will find our answer. However, there is a whole complicated network of sources of money, so that will be a difficult path to follow.

A long time ago, I worked in a nursing home that had an Alzheimer's unit. They repeat the same questions everyday as if it was the first time they had asked. Which we always gave the same answer. This is what is happening with you.
