Well, far be it for me to be in such a highfalutin discussion but we are discussing the 2nd Amendment.  Which is telling us what government can or cannot do.

Suggests, because there is a whole lot of governing going on beyond what the Constitution is said to allow. fed, state, personal constitutions about being honest within oneself.
