From what I hear, Tesla was also the most shorted stock in the world for a period. This meant that investors were betting the price would go down. You do this by borrowing a stock and paying for it later. You could do some internet searches but I think that the government isn't paying him directly for his automobiles.
Elon Musk does do those reusable rockets for the government. NASA just figured at some point to leave some of the rocket work into the private sector. NASA assumed that the for profit apparatus would be cheaper. That is why there is a SpaceX.
