My dad was a lawyer and he said to me that was the law on free speech. You probably can't find it on the internet but I think it was an excerpt of some Supreme Court decision. I agree that there probably wasn't any specific litigation covering the issue of someone actually doing that. Just an example of the limits of free speech.
