I assume that you are referring to genetic markers that correlate to either high or low intelligence.  Probably not "average" intelligence. Still, genetics does not explain at all the framework of high intelligence. The cause, (or result of a disease/condition which causes) low intelligence can actually be observed directly in many (not all) instances.  But, what about high intelligence?  I do not believe, or at least I have not read anything which actually maps out the chemical/neural connections which defines high intelligence, or even distinguishes between high average and average intelligence. It's there, it has to be!

we do know what genes result in high intelligence. We have analyzed DNA from british officers in ww1 and estimated their average was about 120

Schools used to use IQ tests as a way to see if a child qualified for SPECIAL NEEDS or not.
the program was intended for kids with Down Syndrome and other mental impairments.
The problem is too many Black Kids who were otherwise  "normal" looking qualified for this program too.
Now guess what would happen quite often when you give physically well developed Black Kids unlimited access to Retarded White Kids.....
Would you put it past White Guilt Liberal / Progressive  Educators to sweep this physical / mental abuse under the rug or else try to minimize it..?
Eventually the word got out and I think this "little problem" that any Normal / Honest / Realistic Person  could have foreseen  is a thing of the past.

Government is necessary to protect God given rights. That is one of its main purposes. It doesn't matter how well you play chess.

Well, my views on that are complicated. I will try my best but you need to bear with me.
Capitalism is the most perfect structure of an economy as was proved by the failure of Socialism. Still, the winners have an obligation to those less fortunate and that would probably include the black community. It means that opportunity should be available for those at a disadvantage. There are noteworthy success stories in the black community and the race to the top for the best and brightest can leave many behind. Governments have a duty in my estimation to at least try to fight some of the injustices that exist. 
There are a mix of factors at play. Culture also plays a factor. You also can't just write off the less fortunate even while you should reward those who strive and work to become successful. This opportunity should be offered to everyone and the notion that you can neglect and write off a race as inferior In  Americans society today it has seemed to reach the point that even their lives don't matter. This is probably the worrying trend in American society and it makes me want to push back against such notions.
I was a basketball player in high school and had mostly black friends. I know the level of injustice that exists between the white and black community. How well you play chess is a factor in a somewhat fashion. Relegating hatred and lack of opportunity to an entire race is something I have also felt first hand. Trust me, you don't want to be black in America.

this is unicorn fart stuff. You might think people should care about the 'less fortunate' but that is about as useful as wishing humans could fly. At the end of a day you need a society and a system that actually works.

Success breeds success and the people of the north probably had better diets and cultural ways that minimized inbreeding. Several generations of dietary insufficiency and inbreeding can't be very good for the delevopment of the Gene Pool.
