The Brazilian government/police were unable to be effective at stopping an escalating problem with thieves on motorcycles, so apparently the government empowered Brazilians to deal with the problem themselves.

"Brazilian government permitted the killing of motorcycle riders that rob citizens in order to try to put an end to it.
Brazilian government has authorized citizens to kill uncontrollable criminal motor cycle riders who have been terrorizing Brazilian communities for years, in order to put an end to the growing menace. According to several online media sources.

Anyone in Brazil will go Scot free if they kill a motorcycle rider robber!

Videos posted on social media shows citizens hitting criminal motorcycle riders with their cars on the streets of Brazil.

The criminal motorcycle riders uses the bikes to rob people and then speed off to avoid getting arrested by the police."

Videos of citizens that have apparently had enough. I'm guessing that more than a few biker-thieves may be reconsidering their occupation:

If this is a popular move with the majority.of the GOOD PEOPLE.then more power to them....  
The Criminals will change tactics..but you gotta attack the problems one at a time as they pop up....  
Public service announcements need to be made to would be vigilantes to be careful of innocent bystanders   before squeezing the trigger.
The government could run 30 minutes instructional shows on TV
