As president? He can and did. There is no formal process required for declassification by a President. Want to change that? Change the constitutional powers of the unitary executive. Three co equal branches of government. President is a source of classification as much as the legislative branch.  Judicial doesn't have much involvement but the president has the same power as the entirety of Congress.
