Stuffing ballot boxes will not work since each vote is tied to a person and address.
The fraudulent party would need to do following to get around the REPUBLICAN designed election process
1. Have a list of voters with addresses and names.
2. Have a list of voters who didn't vote.
3. Print out false ballots for those who didn't vote.

They normally don't. Anyone smart enough to organize stuffing ballots is also smart enough to know that they will go to jail for a long time.
