Systemic racism is slippery. It disguises itself as "business as usual." For example, in the jim crow south a hundred years ago, literacy tests would be applied to "all voters" (except for those who voted, or whose parents or grandparents voted, before 1867). Business as usual, right? But the target of the legislation was obvious.
Today, systemic racism is still a huge problem, and it is still practiced on the own low.
When we look for systemic racism, the easiest hallmarks to watch for are race riots. It always leads to race riots. The following cities are clearly practicing systemic racism, and are in need of federal oversight:

Detroit
Cincinnati
Ferguson
Baltimore
Oakland
Anaheim
Milwaukee
