You are correct, but there are other factors. Blacks are 5 times more likely to get targeted. Therefore, it naturally follows that black criminals will get noticed more than white, or any other race, criminals. The "more likely to be targeted" claim is either based on your butt-smell, OR it is based on the logic that blacks get caught more often. Either way, it's a snake eating its tail.
If by "targeted" you mean pulled over and looked at, the correlation might not be their skin color but their behaviors.
Instead of saying BLACK people are "targeted" (whatever the **** that means) more often, consider that STUPID people are targeted more often. No one's fault they're more likely to be stupid.
