From what I'm seeing Infant mortality in the U.S. in 2020 was 5.4 per 1000... so your figures appear to be just a little off.

The most condemning stat when it comes to WV is that the 16-24 year olds that move away almost never come back. Since the data began being tracked in 1994..... only 6% of those who surrender their drivers license from WV due to moving elsewhere ever come back and re-apply for a WV driver's license. The young crowd is leaving the state and not coming back at retirement age. The southern 12 counties are depopulating steadily even with the second lowest home price in America (only county with lower home price is one that is west of cincinnati, OH),
