Byrd's steering of billions of Federal dollars to West Virginia earned him the sobriquets "King of Pork" by the 501(c)(3) non-profit organization Citizens Against Government Waste[6] and "Prince of Pork" from other taxpayer groups.[3] According to Citizens Against Government Waste, Byrd was the first legislator to bring $1 billion of "pork" spending to his home state.[3] The group named Byrd its initial "Porker of the Year" in 2002.[3]
I'm sure none of this involved personal kickbacks of any kind.

West Virginia has had far worse politicians than Robert Byrd, but Byrd did bring a lot of jobs to WV.
He has been out of office since he died in 2010. Who is defending him here? No one, so far as I can tell.

Typically, low home prices bring folks from high cost of living states... such as CA expats to UT, NV, ID, and MT. Yet, WV is easily the least costly state in the east and they have virtually no in-migration and the younger crowd leaves.

1. better paying jobs in KY, OH, VA, and NC
2. lack of variety of jobs... Coal, restaurant, and retail are not the highest paying nor most exciting.
Companies are not moving in because the workforce is leaving and so starts the vicious cycle. WY has a similar dynamic. They have laws in the books to actively discourage development therefore the young people leave because there are no medium to high paying jobs to really lure them.
