Unless the laws there are vastly different than Texas, the workforce is more stable and hiring is fairly easy I am not surprised. The "night shift" at a long-term care facility is smaller than during the day. The lady was 97 years old. When it comes right down to it, she died a better death being outside in the elements than fading away in a sterile, hospital setting. First, at almost all businesses the security cameras are not monitored around the clock. They are in place to record in the event of an incident. Was the station vacant because the staff was away for that length of time, or was it vacant because the patient census is low and that area is not being used? The article doesn't say. Unless the resident has a room in a memory care wing, they are free to move around the facility at will...it is "their home" after all. And yes, that includes going outside at night. Memory care wings are secure for this very reason.
Staff turnover in these facilities are high and pay is usually lower than people can get at hospitals, medical centers, etc. because, for most facilities, the overwhelming majority of the residents are on Medicare...which pays less than private pay. They simply have trouble competing for quality staff once you get past the Administrator, DON and ADON. The majority of the staff at night is made up of CNAs.
