People move for many reasons: most often it is because of a new job. They move to get an education,they move to be closer to relatives,they move to avoid higher state taxes,they move to a better climate. I know of no one that ever moved in order to vote in a different state.

I believe this may be being done intentionally, to spread the Dem base into the Red areas as to eventually secure more seats in Congress in the future.
