Neither. it was an explanation why it never worked before or currently practiced over and over every generation gap added. Now you can call that Eternal hell or justified intellectual insanity. really doesn't matter.

Mohammad established Islam to be an unchanging and unchangeable theocracy. And the results have been backward and corrupt systems of one-man rule. The main problems of the Islamic world is that the system is so rigid and unyielding.

However, Mohammad could not imagine railroads, highways, cars, trucks, buses, electricity, cellphones satellite dishes, radio and TV, and the societies are being forced to change.

Theocracy is always bad. With theocracy, heresy becomes treason. We see examples of this in Iran and Myanmar.
The Amish do not have anything that could be called theocracy. Every member of an Amish community is given an opportunity to experience the outside world at Rumspringa, and is also free to simply leave the community whenever he wishes.

Islam prescribes a death sentence on anyone who leaves the faith. This is quite different.

The US Constitution was clearly written by people who formed a consensus that tried to balance slave ownership with  those who opposed slavery. The proceedings of the Constitutional Convention were recorded and are accessible for review by anyone.

 Four score and 7 years totals up to 87 years, to 1865. The Civil War was not fought for international sovereignty of the US, The USA as a sovereign nation dates to the Treaty of Paris in 1783.  Who debated that the USA was not a sovereign nation between 1783 and the start of the Civil War? No one.   The government of the USA was recognized as the bona fide government of the entire country. What other nation recognized the Confederacy? No one, not even countries that allowed slavery like Portugal, Spain and Imperial Brazil did not recognize the stupid Confederacy.
