Without faster-than-lightspeed-travel, I say that it is impossible. No species would ever embark on on such a costly and time consuming endeavor just to say "Hi" to some zoo animals. Just based on the size and vastness of the ever expanding universe, it isn't practical to think that we are the only sentient beings in the cosmos though.

As for FTLST - this seems to need a huge amount of energy, energy only available on a stellar level, to make happen. Yeah, that's not going to happen either.
So, if they are here, if any of these eye witness accounts are to be believed, then they have developed something that is so far beyond our understanding of physics and the Universe, that it would essentially make us ants compared to the visitors. And, seriously, who would want to visit a bunch of ants millions of light years away?

So I don't think we can say that interstellar travel is IMPOSSIBLE.
We can say that it it exceedingly improbable, or that if we are entirely accurate about all features regarding travel, then it is likely to be impossible.
A president who stated conclusively that there have never been visitations by aliens to Earth would create more problems than it would solve.
