No, it will not.
The ban is only on hookups built into new buildings.
So Schumer was correct. No one's gas stove will be taken away or denied gas.

People who now have gas stoves will not be denied gas.
The law only prevents new constructions for being built with connections to public gas companies.
Could an individual tenant install a gas stove and connect it to a propane tank? Of course. Would he be fined for doing so? probably not.

The production of natural gas causes huge quantities of methane to be released into the atmosphere. It is not necessary to burn coal and other petroleum products to produce electricity. Gas stoves cause a variety of health problems for those that use them. Modern electric ranges do not and are far more efficient.

Hydrogen is also a gas, and it burns without causing health problems, but th H2 molecule is very very small and nothing can contain it for any extended period of time.

I said "probably" because I am not an expert on what landlords or city authorities might permit.
I do not think that city officials would waste their time inspecting homes for gas ranges, which would upset anyone who used one.
