The US has been aware of rare earth metals for a long time. They have not mined them because those who invest in mines have not believed that they could make a decent profit from mining them. All surface mining disrupts the topsoil. Poisonous metals (lead, mercury) are often found in conjunction with commercially valuable ones. The top four rare earth mining countries are China (210K metric tons) USA, (41K MT(, Australia (18K MT and Myanmar (12K MT). Coltan is technically a rare earth ore, but is classified differently from rare earth ores.

And yet yer party wants all EVs and no gas vehicles...and are willing to be dependent on China. We don't reduce pollution by exporting pollution to other countries...we simply become dependent on other countries.
