set up a trust. give every usa citizen their share of their national debt.  have the people make monthly payments, with interest,  to the trust. the trust would retire all federal bonds and other debts. as congress creates more federal debts, increase the amount each people owe. and increase their monthly payment. for those who can not pay. increase the monthly payment of those who can afford to pay. simple solution. people voted for the debt. and usa citizens want to pay their share.
