Yes, this was when he was arguing for the biden crime bill that labeled young blacks "super-predators" - a phrase the hitlery used, as well. That crime bill mass-incarcerated a generation of blacks.

You are both right.  You tend to blame all of WASH DC as I do.

I would not oppose that. I actually applaud that policy.
