HOMEOWNERS INSURANCE does NOT COVER FLOODING!! THAT would be the issue with low lying areas!! Seems that the National Flood Insurance Program which is a FEDERAL PROGRAM that the STATES have ZERO influence over is what people buy to protect against FLOODING, STORM SURGE, and other FLOOD RELATED CLAIMS!!
