Shoplifting is not a federal crime. It is a crime that is the jurisdiction of the city and state governments.

The guy the present as a "professional shoplifter" is actually a drug addict.
A real professional shoplifter would be a person that steals stuff and sells it through a fence for cash.
Drug addiction is like alcoholism: a disease.
Perhaps kiosks may work for some people.
