The Kakhovka Hydroelectric Plant’s dam suffered critical damage Tuesday, with its wall bursting and sending a surge of water downstream, forcing evacuations along both sides of the Dnepr River and threatening to leave Crimea and the Zaporozhye nuclear plant without enough water.
