I get the reasoning but the research that I have read shows that instead of enabling inevitable access.. it works better if you incentivize rehab. If one is too punitive.. it makes it more lucrative for the supplier. Instead of a year in jail for possession of it.. make them go to rehab.

Under N.Y. Pen. Law 220.60, it is a class E felony to possess drug paraphernalia (up to 4 years in prison).  How is this not aiding and abetting?

the thinking is that drug use is inevitable. No amount of policing and punitive efforts will eliminate it. Therefore, may as well do something to stop the inevitable users from having to get too desperate and therefore rob, steal, assault, etc. This only works if the users/addicts are actually trying to get clean. If they are.. then seems ok. But they are not.

as for NYC, I was there in August 2022 and it was not nearly as ghetto, rundown, or dangerous as those on here said it would be. I came prepared but there was no danger at any time. True, we stayed in manhattan the entire 5 days.. From Wall street in the South to the areas just north of Central Park and everything in between, it was a fine trip.
