the thinking is that drug use is inevitable. No amount of policing and punitive efforts will eliminate it. Therefore, may as well do something to stop the inevitable users from having to get too desperate and therefore rob, steal, assault, etc. This only works if the users/addicts are actually trying to get clean. If they are.. then seems ok. But they are not.

as for NYC, I was there in August 2022 and it was not nearly as ghetto, rundown, or dangerous as those on here said it would be. I came prepared but there was no danger at any time. True, we stayed in manhattan the entire 5 days.. From Wall street in the South to the areas just north of Central Park and everything in between, it was a fine trip.

Possession of drug paraphernalia is a class A misdemeanor as per NY state code 220.50

However, that is not the point. I get that they are trying to eliminate indirect crimes that have true victims such as armed robbery, assault, rape, theft, etc. Some loser in an alley doing drugs is a victimless crime. It affects no one else directly. However, the flaw in all of this again is the idea that the user is trying to get clean. If you make it easy.. they will give into their urges and most likely want more. It is simple human biology. It has to do with the neuro-transmitters in the frontal lobe of the brain.
