this could become a question in the 2024 election. Eisenhower built the nations free freeway grid. Roosevelt  built hydro electric grids to bring electricity across usa. biden spends on ukraine war. again the question: do you want to use your tax dollars for war. or free fresh water?   ouch goes the people who make killing equipment. no way, do the people who own water utilities and see them taken over, like the nation took over pioneer toll roads and bridges. or: usa is a capitalist nation. and one company or person should have the right to own all the water rights.
