Even when I was a Republican, I knew that if the Russians ever do invade Germany that NATO units (which all use the same 155 shell, and other munitions) will have to fight using existing stocks, for a while.

The Russians know that, too.

No President will ever allow our stocks to be depleted in peace time below a certain level.

What Joe meant to say was he couldn’t deplete our stocks of 155 any more by giving them to Ukraine.

So instead of regular 155 he’s sending cluster 155, until our factories catch up with conventional 155.
