She obviously was scarfed. Most people, who are strangers to a child,  wouldn't even invade their space any way. He not only creeped on her, but he saw how scared she was and still kept going.

On a side note, FOX needs to fix their video embedded in their news story.  It takes forever to start playing and if you try to pause it and restart it again, the screen moves around making it impossible.  Also, I'd like to be able to have the video start playing from this site. But, that's a no-go too.  Sucky platform.

I was there in the in 1964 and that was never normal. I would have never let someone conduct themselves like that around my children...and neither would my parents or grandparents have.
