during the testing of atom bombs, usa military learned it could change the weather by using atom bombs to blow holes in  the ionosphere. later the usa military used HAARP (using high frequency radio waves to heat the ionosphere) to change the weather. it worked. and helped change the weather forever. as time went on, usa military perfected ways of changing the weather. in the military experiments, areas are seeing historic floods and droughts.
