Chutkan was born on July 5, 1962, in Kingston, Jamaica.[1] She received a Bachelor of Arts degree in 1983 from George Washington University. She later attended the University of Pennsylvania Law School, where she was an associate editor of the University of Pennsylvania Law Review. She graduated in 1987 with a Juris Doctor.[2]
