Technically, civillians can't own M4's.   They were manufactured after 1986.  So, you could take an old M16 registered receiver and put an M4 barreled upper receiver on it.  It would look like an M4, but it will always be an M16 - because that's the way its identified in the NFA registry.

What you can't do is put an M16 barrel on an M4 upper receiver - the cuts on the barrel extension and the upper receiver don't line up correctly.

She’ll call on gun loving Democrats to write the bill.

The obvious way is:

2.  Offer a thousand dollars compensation OR

3.  Register as a machine gun and the registry is also open for after market auto sears. OR

3.  Without registration any owner of a military weapon may keep in securely in a safe until the commander in chief makes a declaration those weapons are needed.  

4.  All the magazines over ten rounds go to the Army for $20 dollars each.  Or you can store them in your safe beside your military rifle to await your nation’s call.

5. All new military rifles have a selector switch, and be registered.

6. Registration fees jump from $200 to $1,500 for new production military weapons.

7. Old guns stay at $200, plus $200 more for the auto sear.

We’d  create a new auto sear industry.:)

And **** balls would use bolt actions, and might not decide to commit mass murders with cool black fake machine guns.

I quit hunting many decades ago thus I gave up my 12 ga double barrel and 22 caliber rifle.

When I go to St Louis I say on the right side of town. Once I did not do this in So Philadelphia. I took off walking because I wanted to know what was on the other side of this BIG prison looking structure across
from my sister in laws apartment.

Upon reaching the destination my eyes began to open wide. This was obvious a rough neighborhood steel bars on windows and doors. But I kept walking. Suddenly this big black dude came upon me " hey white boy
what the **** you doin here"? On a casual walk was my reply. His reply = you better get the **** out of here
NOW! Quickly!!! You go this way.

When I returned and shared my experience with my lover and in laws ......my in-laws informed me white people most generally do not come "out of there" alive. Thus I owe my life to a very cool black dude who
set me on the right path.

Nonetheless I do not intend to replace my guns ..........

St Louis is on the right track.........

Well, I'm a MAGA, and I'm about to school you, once again, about the differences between an AR and M16, since you got it wrong.
  • The auto-sear assembly (consists of sear, spring, pin and roll pin), selector switch, disconnector AND hammer are different from an M16 to an AR-15.
  • The full-auto bolt carrier used to be different between an AR and an M16, but most newer AR's use full-auto bolt carriers.
  • The lower receivers of the M16 and AR are different in that 1) there is an extra "happy-hole" on the M16 and 2) the shelf in milled out on the M16. 
Depending on the make of the AR, there are other parts that could be different too (i.e. older Colts and certain semi-auto uppers), but not worth mentioning.

The ONLY part of an M16 that is "outlawed" is an M16 lower receiver manufactured after 1986.

No.  St. Louis is full  of stupid ****.  Here's why. While there are 638,260 machine guns owned by civilians in the US, in over 80 years, there are only 3 known instances of where legally-owned full-auto weapons were used in crimes where someone was killed.

There are about 800,000 real, honest to God machine guns in private ownership and only two non fatal crimes have involved registered NFA machine guns and those two, were crooked cops exempt from the NFA act, and no murders.

Perfect gun safety record since 1934.

My son bought my $400 AR from an individual.

That’s not such a very good idea to sell Armalite rifles like L. C. Smith shotguns.

My new to me 1908 $700  LC Smith hammer gun has an extra set of 20” riot barrels, for Cowboy Action use.


When they revise the 1968 GCA they need to make all antique arms Pre 1969, except for the Armalites and Klashinkovs.

The problem is 100% modern era people shooter type guns.

The guns we have loved all our lives are golf clubs and fishing poles that go bang.

I suppose by "Mandate" you mean a complete revision to the NFA, GCA and Constitution - but, for discussion sake, let's go with it.

Some retooling for the full-auto lower receivers.  And, really a complete re-design of the fire control parts to somehow eliminate semi-auto capability.  That would be substantial.

True, not much crime going on with registered full-autos.  BUT, part of this is because full-auto guns now start at about $8,000 for the junk.  If you want something decent, you will need to invest around $13.000.  Who's going to use an 8,000 outdated tool to do what a $200 tool can do better?

Don't know what you are trying to say here.  Write more clearly.  Who is "they"?  Revised based on what?  What do you mean "make all antique arms pre-1969"?  You do know that the FAL is pre-1969, the M14/M1A is pre-1969, so is the Tommy gun, Sten, Grease gun, M1918 BAR, UZI, Sturmgewher, HK MP5 - **** I could go on forever.  Nearly every semi-auto and full-auto around today was around pre-1969.  GUNS ARE OLD TECHNOLOGY!!!
