lack of recruits has caused usa to use nuclear weapons in their future war plans. this creates a problem for congress. congress members make millions of dollars a year off war investments. these funds well dry up if usa uses one strike nuclear weapons. best usa turns to biological warfare. this way congress could profit from a never ending need for vaccinations .
