However, there are situations where the choice of pregnancy is taken out of the woman's hands.

Sans a criminal act...when a woman gets pregnant it is the result of personal choice 99% of the time (minimum).

Because some state legislatures passed a law claiming that killing a pregnant woman counts double.
Everybody knows this. The mystery is why silly people like you quote this as though God has descended from Heaven and proclaimed, "Killing a pregnant woman counts DOUBLE."

Which has never happened.

The thing is that people mostly do not have sex to produce offspring. They have sex because it is recreational and emotionally satisfying.  Although is almost always results in pregnancy for some species, it does not in the case of human beings.

Not all contraceptives are 100% effective, and for one reason or another, the urge to have sex is greater than the urge to use a condom.
Some people get drunk or high and have sex and the woman gets pregnant, even though she does not want to.

Perhaps you should have paid better attention in Sex Ed class.

Lol. Nobody did. However, circumstances that are exceptions aren't worthy of being discussed. Talking about the rule is far more productive. 

There is no reason why the choice for a woman to have a child should not be entirely that of the woman and her doctor. There is no reason why any politician or government agency should have any say in the matter at all.

She should learn make better choices.  Life is about the choices we make and dealing with the consequences of those choices.  Sometime, those consequences can be overly severe and very expensive.
