No, it isn't ... but asking the Country that received the bribe and fired the official to investigate the matter after the fact is an impeachable offense.

No it wasn't his money. It was embezzlement of other people's trust leaders would keep America's interest for Americans playing pretend now isn't eternity.

Threatening to withold monies promised unless an action is taken that you are demanding is extortion. Worse than bribery.
